Amendments to Law on Higher Education and Science and Enclosed Legislative Package Concerning Rotation System

Debating the law on Higher Education and Science and the enclosed legislative package in the second reading, the NA deputy Anna Kostanyan, the RA Minister of Education, Science, Culture and Sport Vahram Dumanyan were interested in the proposal of the Bright Armenia Faction which was related to the rotation system. It was not accepted by the Government.

“According to the law, the tuition fee and the amount of money, as a grant, is given to a student, not to the Higher Educational Institution. The students themselves decide at which university to start their education or continue. The demand has been to establish GPA (Grade Point Average) in connection with the fee set by the given university, the deviation should be 20%. If the deviation is more than 20% in 2 years, then a student is deprived of that grant. Now, that 20% is presented 10%. As a result of the discussions, this approach was formed,” the Minister clarified.
